The Mukhyamantri Kanya Utthan Yojana is a Bihar government initiative aimed at empowering girls by providing financial assistance for their education and welfare from birth to graduation. Under this scheme, eligible girl students who have passed their graduation from a recognized university in Bihar can receive Rs. 50,000 as an incentive, while those who have passed their 12th (Intermediate) with first division from the Bihar School Examination Board (BSEB) are eligible for Rs. 25,000.

Key Details of the Scheme:

  • Objective: To promote girls’ education, reduce gender disparity, prevent female foeticide, and support financial independence by providing financial aid at various educational milestones.
  • Financial Assistance Breakdown:
  • Rs. 2,000: At the time of a girl child’s birth.
  • Rs. 1,000: After completing one year and Aadhaar registration.
  • Rs. 2,000: After completion of vaccination.
  • Rs. 300–1,500: For uniforms and sanitary napkins (depending on age).
  • Rs. 10,000: After passing 10th class.
  • Rs. 25,000: After passing 12th class with first division (BSEB).
  • Rs. 50,000: After completing graduation (previously Rs. 25,000, increased for certain sessions).
  • Total Assistance: Up to Rs. 94,100 from birth to graduation, though earlier sources mention Rs. 54,100. The higher amount includes additional benefits like uniforms and sanitary napkins.

Eligibility Criteria:

  • The girl must be a permanent resident of Bihar with a domicile certificate.
  • The family must belong to the Economically Weaker Sections (EWS).
  • Only two girls per family can avail of the benefits.
  • For the Rs. 25,000 (12th pass) and Rs. 50,000 (graduation) incentives, the girl must be unmarried and have passed from BSEB (for 12th) or a recognized Bihar university (for graduation).
  • No family member should be a government employee.

How to Apply:

  1. Online Application:
  • Visit the official E-Kalyan Portal at medhasoft.bih.nic.in.
  • Click on the link for “Mukhyamantri Kanya Utthan Yojana” or “Chief Minister Girl Child (Graduate) Incentive Scheme.”
  • Select “Link 1” or “Link 2” for student registration and login.
  • Fill out the registration form with details like name, date of birth, and marksheet details.
  • Upload required documents (Aadhaar card, residential certificate, income certificate, 12th/graduation marksheet, bank passbook linked to Aadhaar, passport-size photo).
  • Submit the application and note the registration ID for tracking.
  1. Offline Application:
  • Obtain the application form from the nearest Anganwadi center.
  • Fill out the form and attach required documents.
  • Submit to the Anganwadi center or relevant authority.

Important Notes:

  • The scheme applies to girls born on or after April 25, 2018, for benefits starting from birth.
  • Over 1.6 crore girls are expected to benefit, with more than 2 lakh girls already receiving aid.
  • Recent updates indicate that for girls graduating between April 1, 2021, and November 30, 2024, the incentive is Rs. 50,000.
  • The last date to apply for the 2023 session was August 30, 2023, but new application windows may open. Check the official portal for updates.
